Electrical BOQ Preparation Guide: Step-by-Step for Construction Projects

If you are working on a construction project in the Gulf or India, having knowledge of BOQ preparation is essential. BOQ stands for Bill of Quantities — a document that lists the quantity, specification, and rate of all electrical items in a project. From tendering to final billing — everything is based on the BOQ. I have worked in Qatar for over 12 years and personally prepared BOQs for major projects like Qatar University and Sidra Hospital. In this post, I will provide a step-by-step guide on how to prepare an electrical BOQ, the items included, and how to extract quantities from electrical drawings.

What is BOQ? — Simple Explanation

BOQ stands for Bill of Quantities. It is a detailed document listing all items required for a construction project, along with their quantity, unit, specification, and rate. In an electrical BOQ, you list everything shown in the electrical drawings — cables, conduits, DBs, MCBs, switches, sockets, light fittings, and trays. BOQ preparation basically involves extracting quantities from drawings and organizing them into a professional table. When a contractor bids for a tender, they fill in the rates in this BOQ to determine the total project cost.

Think of it simply — like a shopping list for building a house. 50 bags of cement, 100 bricks, etc. Similarly, a BOQ is a professional list of electrical materials with columns for unit, quantity, rate, and amount. The Bill of Quantities is a standard document used globally in the construction industry.

Why is BOQ Preparation Important?

BOQ preparation is vital because without it, project budgeting, material planning, and billing are impossible. In Gulf projects, you cannot purchase even a single nail without BOQ approval. Here are the main reasons:

For Tendering: When an owner issues a tender, all contractors receive the same BOQ. This ensures a fair comparison of bids. Material Planning: BOQ helps determine exactly how much cable or how many DBs are needed, allowing procurement teams to order correctly. For Billing: Monthly billing is based on BOQ items — payment is made for the work completed as per the list. Variation Tracking: Any extra work is compared against the BOQ and approved as a variation.

Key Items in an Electrical BOQ

An electrical BOQ can contain between 50 to 500+ items depending on the project size. Main categories include:

BOQ Preparation — 5 Step Process

Here is the professional 5-step process I use for Gulf projects. This becomes easy if you know how to read electrical drawings:

01
Study Electrical Drawings
Collect all electrical drawings — SLD, layout, schematics, riser diagrams, and cable/DB schedules. Study the requirements for every floor and room. Familiarity with electrical symbols is mandatory as the BOQ is derived from them. Also, read the specifications for material quality and brands.
02
Quantity Takeoff
Count and measure items from the drawings. Count lights from the lighting layout and sockets from the power layout. Use the cable schedule to determine cable lengths, ensuring you add vertical risers + horizontal runs + wastage (10-15%). Accuracy here is critical for the budget.
03
Categorize & Format
Divide items into categories (Cables, DBs, Lighting, etc.). Use columns: Item No, Description, Specification, Unit, Quantity, Rate, Amount. Be specific about brands and sizes. In the Gulf, we often follow NRM (New Rules of Measurement).
04
Rate Analysis & Calculation
Input unit rates, which include Material + Labor + Overheads + Profit. Amount = Quantity x Rate. The sum of all amounts gives the total electrical cost. If you are a contractor, you fill the rates. If you are a consultant, perform market surveys for estimates. PPM maintenance items are often added in a separate section.
05
Review & Cross-Check
Verify against drawings to ensure no items are missed. Have a senior engineer or Quantity Surveyor review the document. In Gulf projects, consultant approval is required for the BOQ. Even a small error can lead to significant financial loss.

7 Common BOQ Preparation Mistakes

1. Not adding cable wastage: Always add 10-15% wastage for risers and terminations. 2. Missing accessories: Don’t forget tray supports, couplers, and bonding. 3. Incorrect Units: Using “Nos” instead of “Meter” for cables. 4. Incomplete Specifications: Be detailed (e.g., “16A C-curve 10kA”). 5. Forgetting special systems: Don’t skip Fire Alarm or CCTV. 6. Missing Earthing: Often earth pits and rods are overlooked. 7. Skipping the Cross-Check: Never submit without a second review.

How BOQ Differs in Gulf Projects

Gulf projects require extreme detail. In Qatar, KAHRAMAA standards are followed, while UAE follows DEWA. Specifications include approved brands, voltage ratings, and insulation classes. Provisional Sums and Prime Cost items are also common.

Tools & Software

Microsoft Excel: Used for 90% of BOQs. AutoCAD: For measuring lengths from drawings. Revit/BIM: For automated, accurate quantity extraction. Bluebeam Revu: For PDF measurements. CostX: Professional quantity surveying software common in the Gulf.

Important: Accuracy depends on your drawing reading skills, not just the software. Learn to read drawings first.

BOQ vs BOM — The Difference

BOQ (Bill of Quantities): Tendering document including Quantity + Rate + Amount for cost estimation. BOM (Bill of Materials): Procurement list for ordering materials; does not include rates.

Frequently Asked Questions

First, collect all electrical drawings — SLD, layout, schematics, cable/DB schedules. Study them in detail. If you don’t understand them, learn drawing reading first.
Usually, a Quantity Surveyor (QS), Estimation Engineer, or Design Engineer prepares it. However, supervisors should also understand it for billing and material ordering.
Measure horizontal length from the drawing + add vertical risers + termination allowance + 10-15% wastage. Use AutoCAD for exact measurements.
Rate = Material + Labor + Accessories + Transport + Wastage + Overheads + Profit. Market prices and local labor rates are used for calculation.
A Provisional Sum is an amount reserved by the owner for specific items whose final design is not yet complete, like special lighting or artwork.
Yes, it is definitely asked for Supervisor and Foreman roles. Common questions include: “What is BOQ?”, “How do you calculate cable quantity?”, and “How do you claim variations?”
